The Etengo Project Market Index
The index on the importance of IT project service providers in Germany.
As the digitisation of the economy progresses, well-qualified IT specialists are more sought-after than ever, especially highly specialised external freelancers. The last Etengo Project Market Index (EPX) extended the focus of the previous Etengo Freelancer Index (EFX), which was solely on IT freelancers, to the project market as a whole. This is because project vacancies for external IT specialists can be filled either with freelancers or by appointing IT service providers. Therefore, the generic term IT project market represents both the supply and demand for external IT specialists. The topical question also allows us to obtain answers to the exciting and important questions currently occupying the IT industry.

Calculation of the Etengo Project Market Index (EPX)
The EPX is based on four indicator components that reflect the importance of IT project service providers.
In order for the index to be meaningful, the proportional project volume of IT freelancers and IT service companies (50% in total) and the future importance of IT freelancers and IT service companies (50% in total) are factored into the calculation of the index.

IT security: Companies are seeing an increasing demand for freelancers.
External project service providers play an important role when it comes to IT security within the business community. Three quarters of the large companies (72 per cent) would consider using external IT specialists for security, four out of 10 (38 per cent) already rely on external specialists and eight out of 10 (83 per cent) are anticipating increasing demand in relation to IT security over the next one to two years. There are various reasons why using external IT security experts is not a good idea. One in two (49 per cent) of the large companies that prefer not to outsource IT security would like to keep it in-house for reasons of security and confidentiality.
Overall, external project service providers, i.e. IT service companies and freelancers, are becoming increasingly important when it comes to guaranteeing the smooth running and efficient implementation of IT projects within companies. The EPX shows that this service is already outsourced to external IT service providers in nearly half the companies.

Almost all companies are anticipating an increasing demand for IT project service providers because of AI projects.
Businesses often rely on external specialists for the use of artificial intelligence (AI). Four out of 10 large companies (44 per cent) already working on AI projects have already commissioned IT project service providers for this purpose or are at least in discussions. The vast majority expect this trend to continue.

Fifty per cent of German companies use agile methods, with nearly all of them using Scrum.
The use of agile methods in project management is increasing every year. And for good reason: the majority of German companies (65 per cent) consider agile projects to be more successful. These projects also enable easier collaboration with freelance specialists, who already carry out about a quarter of the total volume of work in IT projects.

German companies do not think that there is a contradiction between the EU GDPR and big data.
The new EU General Data Protection Regulation (GDPR), which entered into force in May 2018, standardises data protection regulation within the EU. As a result, most German companies do not feel that they are at a disadvantage compared to companies in non-EU countries. On the contrary, they expect it to actually make things easier for big data projects.

Budget and availability are among the major challenges when hiring IT freelancers.
There are often significant obstacles to using freelancers: issues such as budget, compliance and availability play a critical role in the battle for the most talented IT freelancers. It takes four companies out of 10 (42 per cent) five or more attempts to hire an IT freelancer.

Large companies in Germany are anticipating rapid technological progress in the workplace. Seven companies out of 10 (69 per cent) expect office desktops and notebooks to be obsolete and replaced by innovative technologies within the next 30 years at most.

IT freelancers: Women often earn less.
Female IT freelancers often earn less than their male counterparts because they are either more willing to compromise on their hourly rates than men (37 per cent) or they ask for less to begin with (33 per cent). Thirty-eight per cent of them believe that men earn ‘a little more’, while in 12 per cent of companies, the figure is ‘considerably more’. Only one in five companies (20 per cent) cites a lack of specialist knowledge as the reason for the differences in hourly rate.

IT freelancers are indispensable, particularly for larger companies.
The first survey shows that IT freelancers constitute a key element of the workforce for most companies. Currently, IT freelancers are very important for eight companies out of 10 (83 per cent). Another key finding underlines the importance of external IT specialists, as IT freelancers accounted for an average of 23 per cent of the project volume (in working hours) over the past six months.

IT-Security: Unternehmen sehen steigenden Freelancer-Bedarf.
Beim Thema IT-Security misst die Wirtschaft externen Projektdienstleistern eine wichtige Rolle bei. Für drei Viertel der Großunternehmen (72 Prozent) kommt der Einsatz von externen IT-Spezialisten im Security-Bereich grundsätzlich in Frage. Vier von zehn (38 Prozent) setzen heute bereits auf externe Spezialisten. Acht von zehn Großunternehmen (83 Prozent) rechnen in den kommenden ein bis zwei Jahren mit einer zunehmenden Nachfrage im Zusammenhang mit IT-Sicherheit. Gegen den Einsatz von externen IT-Sicherheitsexperten sprechen verschiedene Gründe. Von den Großunternehmen, die davon Abstand nehmen, möchte jedes zweite (49 Prozent) das Thema aus Gründen der Sicherheit und Vertraulichkeit intern halten.
Insgesamt werden externe Projektdienstleister – also IT-Dienstleistungsunternehmen und Freelancer – immer wichtiger, um einen reibungslosen Ablauf und die effiziente Umsetzung von IT-Projekten in Unternehmen zu garantieren. Der EPX zeigt, dass bereits heute fast die Hälfte der Leistung in Unternehmen von externen IT-Dienstleistern erbracht wird.

Fast alle Unternehmen erwarten eine steigende Nachfrage nach IT-Projektdienstleistern durch KI-Projekte.
Beim Einsatz von Künstlicher Intelligenz (KI) setzt die Wirtschaft oft auf externe Spezialisten. Vier von zehn Großunternehmen (44 Prozent), die bereits an KI-Projekten arbeiten, beauftragen dafür IT-Projektdienstleister oder diskutieren zumindest darüber. Die große Mehrheit erwartet, dass sich dieser Trend weiter verstärkt.

50 Prozent der deutschen Unternehmen verwenden agile Methoden – dabei setzen fast alle auf Scrum.
Der Einsatz agiler Methoden im Projektmanagement nimmt Jahr für Jahr zu. Und das aus gutem Grund: Die Mehrheit der deutschen Unternehmen (65 Prozent) hält Projekte, die agil durchgeführt werden, für erfolgreicher. Sie erlauben außerdem eine einfachere Zusammenarbeit mit freiberuflichen Spezialisten, die heute bereits rund ein Viertel des gesamten Arbeitsvolumens in IT-Projekten übernehmen.

Deutsche Unternehmen sehen keinen Widerspruchzwischen EU-DSGVO und Big Data.
Mit der neuen EU-Datenschutz-Grundverordnung, die im Mai 2018 in Kraft getreten ist, liegen künftig einheitliche Datenschutz-Regelungen für die EU vor. Die Mehrheit der deutschen Unternehmen sieht sich dadurch nicht im Nachteil gegenüber Nicht-EU-Ländern. Im Gegenteil: Sie erwarten dadurch sogar eine Erleichterung für Big-Data-Projekte.

Drohnen, Datenbrillen & Co. - So sieht der Arbeitsplatz der Zukunft aus.
Die großen Unternehmen in Deutschland rechnen mit einem schnellen technologischen Fortschritt am Arbeitsplatz. Sieben von zehn Unternehmen (69 Prozent) erwarten, dass Desktop und Notebook im Büroalltag spätestens in 30 Jahren ausgedient haben und von innovativen Technologien ersetzt werden.

IT-Freelancer: Frauen verdienen häufig weniger.
Weibliche IT-Freelancer verdienen häufig weniger als ihre männlichen Kollegen, weil Frauen in Verhandlungen über die Stundensätze eher nachgeben als Männer (37 Prozent) oder von vornherein weniger fordern (33 Prozent). Dabei sagen 38 Prozent, Männer würden „etwas mehr“ erhalten, in 12 Prozent der Unternehmen ist es „deutlich mehr“. Nur jedes fünfte Unternehmen (20 Prozent) nennt fehlendes Spezialwissen als Grund für Unterschiede bei den Stundensätzen.

IT-Freelancer sind vor allem für größere Unternehmen unverzichtbar.
Die erste Erhebung zeigt, dass IT-Freelancer unentbehrliche Arbeitskräfte für die Mehrheit der Unternehmen sind. Aktuell haben IT-Freelancer für 8 von 10 Unternehmen (83 Prozent) eine große Bedeutung. Ein weiteres zentrales Ergebnis unterstreicht die Bedeutung der externen IT-Experten, denn im Durchschnitt haben IT-Freelancer 23 Prozent des Projektvolumens (in Arbeitsstunden) der vergangenen sechs Monate geleistet.
